Development Guide: TauOverMrnet. What works, what does not

This is mostly to help me keep a handle on maintaining TauOverMRNet (ToM) across multiple machine platforms. The dimensions and issues explored generally involve development environments, compilers and job scheduling environments with entries documenting success or failure on each platform and the set of applications and benchmarks we seek to test ToM on.
